TUESDAY, OCTOBER 14, 1783. THIS day, being the first day of the meeting of the present parliament, pursuant to proclamation, and alfo to the writs that had iffued for that purpose, the greater part of the members being met in their Houfe, the following meffage was delivered by the Gentleman Ufher of the Black Rod: "Gentlemen of the Houfe of Commons, "It is his Excellency the Lord Lieutenant's pleasure, that you attend him immediately in the Houfe of Peers." Accordingly the members went up to attend his Excellency in the House of Peers, where the Lord Chancellor faid, "Gentlemen of the House of Commons, "It is his Excellency the Lord Lieutenant's pleasure, that you repair to your own House, and there chufe a fit perfon to be your Speaker, and having fo done, that you prefent him here forthwith to his Excellency for his approbation." VOL. II. B The Commons then returned, and being fworn, Mr. Pelham arofe. He faid the arduous fituation in which the Speaker of that Houfe ftood, required in the perfon who filled it, not only the moft perfect knowledge and thorough experience of parliamentary bufinefs; not only an intimate acquaintance with, and ardent love for the conftitution of his country, but the greatest ferenity of temper to hear, and the moft undaunted fpirit at all times firmly to maintain the dignity of the Chair, and the privileges of the Commons: Every gentleman, he faid, muft perceive how ftrongly this character applied to the Right Hon. Perfonage, who in the two laft parliaments fo worthily filled the chair; and though from his (Mr. Pelham) being almoft a ftranger in Ireland, it might be fuppofed that he had not a fufficient acquaintance with Mr. Pery, fully to juftify what he had advanced, he affured the members, that the luftre of his reputation had spread itself far beyond this country, and upon the credit of that reputation, joined with his own knowledge, he would propose him to fill the chair of that Houfe. A murmur of applaufe fpoke the approbation of the members; upon which Lord Charles Fitzgerald, after an apology for venturing to rife, under the confcioufnefs of his own inexperience, declared, that Mr. Pery's actions were his best eulogium, and feconded the motion. The clerk then put the queftion, and the Right Hon. Edmund Sexton Pery was unanimouily chofen Speaker. Mr. Perry then took the chair, and in a fhort but pathetic fpeech, affured the Houfe of his grateful fentiments on this occafion, and that depending on the honourable fupport he had hitherto experienced, he would purfue that line of conduct which had gained their good opinion. A Meffage from his Excellency the Lord Lieutenant was then announced, requiring the attendance of the Commons in the Houfe of Lords, thither they immediately repaired; and having prefented their Speaker, his Excellency delivered the following moft gracious fpeech from the throne; and a copy thereof being delivered to Mr. Speaker, he returned, attended by the Commons, to their own Houfe, where the fpeech was again read by the Clerk: My Lords and Gentlemen, "It is with more than ordinary fatisfaction that, in obedience to his Majesty's commands, I meet you in the full poffeffion and enjoyment of thofe conftitutional and commercial advantages which have been fo firmly established by your laft parliament. The facred regard, on the part of Great-Britain, to the adjustment made with Ireland at that period, has been abundantly teftified by the moft unequivocal proofs of fincerity and good faith.
