Sir, During the year ended 30th June, 1917, the public elementary and secondary schools of the Province enrolled the names of 106,588 pupils, 19.4% of the whole population; 100,294, or 94.1% of these pupils were registered in the various grades of the elementary schools and 6,294, or 5.9% in the high schools, as follows:

The fact that over twenty-five per cent. of the pupils enrolled are in Grade I is not to be taken to mean that so large a proportion enter the first grade of the schools each year as beginners. The number of pupils entering Grade I as beginners during the year was 15,532, or 142% of the entire enrolment. Grade I is a receiving grade. A large number enter late in the term and return next year as repeaters. Of the whole number enrolled on the registers of Grade I, no less than 11,438, or over 42%, had entered the grade during the previous year.

The proportion of male and female teachers in our elementary and secondary schools is about the same as last year. About one in six of our teachers are men. The figure for 1917 is 17.5%.

In the following is given the percentage of teachers holding permanent certificates of qualification:
