Mr. Eaton, at the request of President Hayes, personally investigated the operation of the reformed system in England. He takes up the subject with the Feudal spoils System, and gives a sketch of the corruption and abuses of the Governmental parties in the early days of English history, with the first attempts at reform in the 13th century; he continues to trace the progress of reform through the various administrations to the year 1855, when the first order for a civil service commission and competitive examination was issued by the British Government. After this follows an account of the workings of the new system, its development from 1860-70, with other information connected with the subject. Three appendices containing letters from prominent English and American gentlemen offering information concerning the British Civil Service, and a brief sketch of civil service reform under President Grant. There is also an introduction by G. W. Curtis, which tells Something of civil service reform in the U. S., under the chairmanship of his committee.

The younger Edda, constituting the second part, or New Testament, of the Odinic Bible, contains the systematized theogony and cosmogony of our forefathers, their most profound and sublime thoughts as found in Icelandic traditions and fables. This new translation, the first in thirty years, contains more of the younger Edda than any English, German, French, or Danish translation that has yet been published. Of the two previous translations made, one has long been out of print, and both were incomplete. Sometimes called Snorre's Edda, as the most important portions of it were compiled by Snorre Sturleson, a distinguished Icelandic leader of the 12th century; the whole work, with forewords and afterwords, was finally edited and given to the world early in the 14th century.
