Many of the schools in isolated districts and those remote from the ralway are being used as community centres, chiefly in a social way. The majority of the teachers are young and inexperienced, yet I found many were trying to enliven rural life by holding socials, concerts, picnics, and others socials affairs for the adults as well as the children. The instruction given in the Normal School on "the teacher's place in the community, generally to be having good results.

Sir, I have the honour to submit the following summary of the operations of the schools in the city of Winnipeg for the year ending June 22nd, 1917.

ENROLMENT

The schools opened on 21st August, 1916, with an enrolment of 20,865 pupils in the elementary classes and 1,849 in the High School classes; and closed on 22nd June, 1917, with an enrolment of 27,143 pupils in the elementary department and 2,167 in the High School department. The total number enrolled within the year was 29,130 and the daily average attendance 21,421. The enrolment and attendance from month to month in all classes was as follows:

Of the total number enrolled 14,684 were boys and 14,626 girls; 3,581 attended less than 50 days, 2,815 from fifty to one hundred days, 4,576 from one hundred to one hundred and fifty days, 5,786 from one hundred and fifty to one hundred and seventy-five days, 11,225 from one hundred and seventy-five to two hundred days, and 1,327 more than two hundred days; 3,174 were from 5 to 6 years of age, 23,701 from 7 to 14, 2,351 from 15 to 18, and 84 over 18 years of age.

In the elementary department 20,011 pupils were promoted within the year, 19,090 of these being advanced one grade and 921 two grades. In the High Schools 1,395 pupils were advanced one grade. Particulars of these promotions are shown in the following statement:

Of the 712 who withdrew to go to work, 70 were under and 642 were over 14 years of age; 527 were boys and 185 girls; 4 were enrolled in special classes for the older non-English speaking students, 234 in the high schools, 75 in grade 8, 108 in grade 7, 132 in grade 6, 84 in grade 5, 51 in grade 4. and 24 below grade 4. Of the 92 reported as having left to assist in household work, 10 were under and 82 were over 14 years of age; 84 were girls and 8 were boys; 31 were in the high schools, 13 were in grade 8, 12 were in grade 7, 14 were in grade 6, 9 were in grade 5, 6 were in grade 4, and 7 were below grade 4.

The foregoing figures deal only with the pupils enrolled in the public schools during the year. The extent to which the children of the city are included is shown in the following summary of the school census taken in May of the current year.
